Building Projects Surge in Value and Volume Throughout 2025

Cyprus’s building sector demonstrated a significant upward trajectory during the first nine months of 2025, driven by a robust appetite for new housing and high-value developments. According to figures released by the Cyprus Statistical Service (Cystat) on Thursday, the total number of authorized building permits reached 5,635, representing a 2.7% increase over the same period in 2024.

While the volume of permits saw a modest climb, the financial scale and physical size of these projects expanded much more rapidly. The total value of all approved permits jumped by 18.2%, reaching €2.76 billion, while the total covered area surged by 21.9% to 2.26 million square metres.

🏠 The Residential Explosion

The residential market remains the primary engine of growth for the island. 4,223 permits were issued specifically for residential buildings, a 14.6% increase. The scale of these projects is particularly noteworthy: the total covered area for housing rose by 26.2%, and the total value increased by 22.3%.

Investors and developers are focusing heavily on two specific areas:

  • Apartment Buildings: Saw a massive 29.4% rise in interest.

  • Single-Family Homes: Experienced a nearly identical boom, up 28.6%.

Conversely, the market moved away from mixed-use apartment buildings, which suffered a sharp 60.3% decline in approvals.

📉 Non-Residential and Infrastructure Shifts

In contrast to the residential success, other sectors faced a cooldown:

  • Non-Residential Buildings: The number of permits fell by 36.5%, though the projects approved were significantly larger or more expensive, as evidenced by a 16.2% increase in total value.

  • Road Construction: This segment saw a significant contraction, with permits dropping by 50.9% and total value plummeting by 57.9%.

💻 A New Era of Licensing: “Hippodamos”

The data reflects the first full year of a major administrative overhaul. Since July 1, 2024, the responsibility for issuing permits moved from local municipalities to the District Local Government Organisations (DLGOs). All applications are now managed through “Hippodamos”, an integrated digital system designed to increase transparency and eventually accelerate the approval pipeline, though the transition period continues to influence the pace of reporting.

Monthly Snapshot: In September 2025 alone, 793 permits were issued for projects valued at €319.5 million, paving the way for 1,545 new homes.
