The Ippodamos digital platform, which has been streamlining the approval process for smaller construction projects, is set to expand in March to include larger developments, according to the Ministry of Interior.
Currently, the platform processes permits for projects with up to two terraced houses, with approvals taking 20 days per permit type. With the upcoming expansion, larger projects—such as developments of up to 12 terraced houses or apartment buildings with a maximum of four floors and 20 units—will also be processed through Ippodamos. Due to the added complexity, these permits will require 40 days per approval type.
Automatic Approvals and Compliance Measures
To ensure efficiency, if local authorities fail to process permits within the 40-day timeframe, Ippodamos will automatically approve them. However, responsibility for compliance will still lie with designers and local government officials, who must conduct regular inspections.
Applications must be submitted using a checklist system, and the Town Planning Authority, now managed by District Self-Government Organisations, will oversee approvals and rejections.
Proven Success with Smaller Projects
Since its launch for smaller-scale developments, Ippodamos has proven to be an effective solution for reducing approval delays. Between October 2, 2024, and January 9, 2025, a total of 254 planning applications were submitted:
A Faster Alternative to the Traditional System
Applicants currently using the older approval system have the option to cancel and resubmit their applications through Ippodamos to benefit from the faster processing times. Under the updated system, the maximum waiting period for both types of permits will be 80 days, a significant improvement over the traditional process, which can take several months.
This expansion marks an important step toward modernizing Cyprus’ building permit procedures, offering greater efficiency and predictability for developers.
