The Cyprus Scientific and Technical Chamber (ETEK) has hailed the move as a milestone development, addressing years of calls for tighter oversight on how complex building systems are designed and monitored.
New Mandates for Building Permits
Effective immediately, the criteria for obtaining a building permit have become significantly more rigorous. For all applications submitted after March 11, 2026, developers must include exhaustive technical studies covering:

In a major policy shift, these rules now apply to single family homes, removing previous exemptions that left many private residences with less oversight.
Mandatory Supervision and Inspections
For the first time in the island’s history, the law now mandates that the design engineer must also serve as the supervising engineer. This ensures that what is promised on paper is actually delivered during construction.
Upon the completion of any project, developers are now legally required to submit formal certifications from both mechanical and electrical engineers. This document confirms that the final installations align perfectly with the approved safety studies and the original permit terms.
Professional Accountability: The 2028 Registry
To ensure these high standards are maintained by qualified experts, a new Register of Study and Supervising Engineers will be established under ETEK. By July 2028, registration will be mandatory for any professional submitting technical studies.
