Four Pillar Strategy Unveiled to Tackle Housing Affordability Crisis

Interior Minister Constantinos Ioannou has outlined a comprehensive national roadmap to combat the escalating housing shortage, identifying affordable living as a flagship priority of the current EU Presidency. Speaking at a major industry conference in Nicosia on Tuesday, March 17, 2026, the Minister detailed a strategy designed to bridge the widening gap between high demand and stagnant supply.

The government’s approach is built upon four strategic pillars: increasing housing stock, slashing bureaucratic red tape, incentivizing private investment, and providing targeted relief to the most vulnerable demographics, including young families and middle income households.

The Four Pillars of the Housing Roadmap

Minister Ioannou emphasized that the strategy utilizes both new construction and the revitalization of existing assets to stabilize the market.

  1. Supply Expansion: Focusing on ‘Build to Rent’ schemes and urban incentives to fast track the creation of new units.

  2. Administrative Reform: Implementing a digital and decentralized licensing system to reduce the time developers spend waiting for permits.

  3. Investment Strengthening: Leveraging the new European Investment Platform for Affordable and Sustainable Housing to encourage public-private partnerships.

  4. Vulnerable Group Support: Dedicated plans for student housing, worker accommodation, and subsidies for low-income residents.

Quantifiable Progress: 2,500 Units on the Horizon

The Ministry reported significant early success with its urban incentive programs. To date, 46 applications have been lodged under the new building coefficient plans. These projects are expected to deliver over 2,500 housing units within the next 24 months, with at least 400 units strictly reserved for the affordable market.

Furthermore, 24 developers have opted to buy out building factors, injecting €12.5 million into the Special Affordable Housing Fund managed by the Land Development Organization.

Key Housing Projects Slated for 2026-2029

The government is moving forward with several large scale residential initiatives across all major districts:

  • Immediate Delivery (2026): The Land Development Organization is on track to finalize 244 units for sale and 192 units for rent at subsidized rates.

  • Plot Subdivision: The process of preparing 135 plots for development across Nicosia, Larnaca, Limassol, and Paphos is currently underway.

  • State-Land Development: A €75 million investment will see the construction of approximately 500 affordable rental units on government-owned land, with a completion target of 2029.

  • Specialized Housing: New schemes are being activated for Student Accommodation to curb skyrocketing university-area rents, and Collective Accommodation for workers in the tourism and industrial sectors.

The Renovate-Rent Evolution

To increase the housing stock in the short term, the government has overhauled the ‘Renovate-Rent’ scheme. The grant has been boosted by €5,000 per unit, and for the first time, the program now includes the conversion of empty offices and business premises into residential flats. This reuse strategy aims to bring dormant urban spaces back into the living market quickly.

Licensing Speed: Saving a Year for Homeowners

The Minister also lauded the success of the land development licensing reform. Under the new 40 working day limit, nearly 2,100 applications for small scale residences have been cleared. Additionally, 660 assessments for larger apartment buildings were completed within 80 days.

Minister Ioannou estimated that these procedural improvements mean approximately 5,800 households will be able to move into their new homes a full year earlier than under the previous system.
