SAA Calls For Updated Building Management Laws

In the wake of recent structural issues in the Limassol district, the Real Estate Development Association (SAA) has emphasized the importance of finalizing a modern legal framework for communal properties. The association is advocating for the swift passage of the ‘Management of Shared Buildings and Related Issues Law,’ viewing it as a critical step toward ensuring long-term safety and structural integrity across the island.

The SAA noted that establishing clear, enforceable standards for building maintenance is a priority that concerns the well-being of residents and the preservation of the national housing stock.

A Proactive Approach to Building Safety

The association believes that current challenges highlight a need for more robust coordination between property owners and the state. To address this, the SAA is proposing a transition toward a more structured oversight system.

Key recommendations from the Association include:

  • Systematic Maintenance Reviews: Implementing regular building inspections to ensure that any signs of wear are addressed promptly.

  • Effective Management Tools: Providing building committees with the legal authority to maintain common areas and ensure all safety standards are met.

  • Streamlined Safety Protocols: Establishing clear procedures for the rapid assessment and, if necessary, the protection of occupants when building issues are identified.

Modernizing the 2023 Management Framework

The proposed legislation aims to provide a reliable playbook for the thousands of jointly-owned complexes in Cyprus. By updating the 2023 draft law, the goal is to resolve historic gaps in how shared spaces are funded and repaired.

Core objectives of the new legislative push:

  1. Clear Accountability: Defining the specific duties of building committees to ensure communal areas remain in top condition.

  2. Binding Standards: Creating a framework that ensures all residents contribute to the necessary upkeep of their shared investment.

  3. District-Level Support: Transitioning oversight to the newly formed District Local Government Organizations (EOAs) to provide better localized guidance.

A Commitment to Future Stability

The Real Estate Development Association concluded by reiterating its commitment to working with the state to finalize these regulations. They emphasized that a unified effort between the construction industry and the government is the most effective way to protect lives and maintain the high quality of residential living in Cyprus.
